1.    What is the BCN|Open Challenge?

BCN|Open Challenge is aimed at entrepreneurial companies, both local and international. Through this initiative, companies are invited to submit innovative solutions to six challenges related to fields that have an impact on the public, such as mobility, urban innovation and social services, among others.

 

 2.   What is the prize?

The winners of the negotiated procedure will qualify for the implementation of their proposal in Barcelona through the contracting of the proposed solution; access to a “landing” space, supporting services for business growth; and validated references by the Ajuntament de Barcelona for the project implemented.
There will be no compensation for the tender finalists.

 

 3.   Is the budget for each challenge already established?

Each challenge has been allocated between 60.000 € and 250.000 €. The final bidding budget will be reached during the negotiated procedure.

 

 4.  Can there be more than one winner for each challenge?

More than one winner may be chosen for each challenge.

 

 5.  What are the requirements to participate?

Every person or company can participate, it is only needed one reference for a project executed by the contestant.

 

 6.  How is the competition organized?

There will be two eliminatory phases for the submitted proposals. Finalists from these two phases will pass to phase three or final phase and start the negotiated procedure.

 

7.   How do I submit?

Participants are required to present specific documentation in four envelopes. For more information on required documentation, key dates and a detailed guide to the submission process, please see https://bcnopenchallenge.org/how-it-works/.

 

8.   In which languages can submissions be presented?

Submissions can be presented in Catalan, Spanish or English.

 

 9.  What is the submission deadline? Where should I send it to?

The deadline for the paper submission is 16 June 2014 13:00 CET.
Submisions are to be delivered to BSMSA offices (hand or post) from Monday to Friday between the hours of 9.00 and 14.00 CET (except on the last day, 16 June on which submissions are only accepted until 13.00 CET). The address is Barcelona de Serveis Municipals, S.A., Gran Via Carles III, 85 bis, 1a planta, 08028 Barcelona, Spain.
Once paper submissions are complete, online submisions will be opened between 16 June 15:00 CET and 20 June 23:59 CET. Participants must submit online the content of envelopes 2 and 3 at http://citymart.com/Call/bcnopenchallenge.

 

10.   Is it compulsory to submit on paper and online? What happens if I only submit in one of the locations or the content submitted is not exactly the same?

Submissions must be made both on paper and online. Submissions that are made solely in one of the locations will be excluded. If both submissions are not exactly the same, the participant will be disqualified.

 

11.   Can I send the paper submission by post?

Submissions can be sent by post as long as they remain anonymous. Once the submission is sent by post, participants must send an anonymous email confirming their submission with the shipment documentation or receipt to prove that the proposal has been posted within the submission deadline. This email must be sent on the same day as the submission is posted. In order to keep anonymity, participants must create a generic email account (hotmail, gmail, yahoo, etc.) for this purpose using the slogan of their project.

Proposals submitted after the deadline or without a received proof of shipment email within the submission dates will not be, in any case, accepted or taken into consideration by the BSMSA. Submitted proposals by post arriving 10 days after the deadline will not be accepted.

             

12.   What is the principle of anonymity?

It means that submitted proposals must guarantee their anonymity at all stages, making sure that there is no reference (name, address, email, phone number…) that could identify the participant or the company submitting the proposal. No reference of any kind should be disclosed in conversation, submitted documentation or even on envelopes used for shipments. Envelopes must be sealed solely indicating the title of the competition, project slogan, and challenge to which it is being submitted. The anonymity of the proposal must be kept until finalists are announced and envelopes are opened.

 

13.   What is the slogan?

The slogan is the name or title of your proposed submission that will identify your submission without disclosing your identity. Names or trademarks cannot be used.

 

14.   Why do I need an anonymous email address?

Participants must create a generic email account (hotmail, gmail, yahoo, etc.) using their slogan to keep all communications anonymous. This email address should also be used for the online submission.

 

15.   When will the requirements of participation be checked and the identity of the participants revealed?

Envelope 1 containing the requirements (identity and reference) will not be opened until the tender process has finished. Failure to meet the requirements will result in the complete exclusion of the competition.

 

16.   How is done the financial evaluation of the presented proposal?

Participants can include information about the financial viability of the presented solution in envelope 4. Participants are encouraged to present innovative business models.

 

17.   Can I participate in more than one challenge?

Yes, each participant can participate once per challenge, either as an individual or a partnership. For each challenge, the participant must use a different slogan and complete all required documentation (envelopes 1, 2, 3 and 4). Companies participating together with one single proposal will need to choose one representative for the project.

 

18.   When will I know if my proposal is a finalist of the tender?

Results will be announced at the end of July 2014.

 

19.   How will the industrial and intellectual property rights be handled?

Participants authorise the dissemination of their proposals during any stages of the evaluation process if it is found relevant to gather public opinion towards the various proposals.

The regulation of industrial and intellectual property will be agreed during the negotiated procedure.

 

20.    Who should I contact for further information about the BCN|Open Challenge programme?

Any questions you may have must be sent before the 23rd of May to ajcc@bsmsa.cat in Catalan and English. Please remember to keep your anonymity.

 

21.   Where can I find the answers provided by B:SM about the BCN|Open Challenge?

22.  How can I submit online the content of envelope 2 and 3?

23.  To where should I send the proof of postage of my paper submission?

You must send your proof of postage on the same day you sent your paper submission from the post office. It must include the date and time of shipment. You can send it by email to ajcc@bsmsa.cat or by fax to +34 93 409 20 40.
